Turkey, Iran eye closer financial transfers
3:16pm EST

* Turkish banks, Tupras on the spotlight

* Ankara, Tehran eye $30 bln annual trade by 2015

By Tulay Karadeniz

ANKARA, Jan 19 (Reuters) - Turkey and Iran said on
Thursday they want to increase financial transfers between the
two countries and double bilateral trade by 2015, a move likely
to trouble Western powers trying to squeeze Tehran with
sanctions over its nuclear programme.

Washington, which has approved a fresh set of sanctions
targeting financial institutions that deal with Iran's central
bank to stem the flow of oil revenues, has warned regional ally
Turkey that banks which do business with Iranian entities run
the risk of being frozen out of the U.S. financial system.

"Iran is the world's third biggest producer of oil, and the
world's second biggest producer of natural gas. The target is to
make Turkey a bridge for the transfer of these resources,"
Turkey's Urbanization Minister Erdogan Bayraktar, said in
closing statements at a Turkey-Iran economic council in Ankara.

"We have discussed working on money transfer between the two
countries. Work is under way for Turkey entering the Iranian
banking system and Iran entering the Turkish banking system. We
plan very important steps on money transfer," Bayraktar said.

Iran's Foreign Minister Ali Akbar Salehi, who attended the
meetings, said annual trade volume between the two would
increase to $30 billion by 2015, from around $15 billion last
year.

"We decided to improve the ties between the countries. The
governments will be working on easing the processes," Salehi
said. "We decided that Iranian private sector should invest in
power projects in Turkish energy markets." (Meanwhile US & EU is hoping for sanctions. The EU sanctions package includes a freeze on European assets belonging to
the Central Bank of Iran, with loopholes to allow non-oil trade to
continue. Britain is also pushing for a partial asset freeze on an
Iranian private bank.  Iran – which already faces US sanctions on the global financing on
its oil trade, effective in June – focused its attentions yesterday on
trying to persuade Gulf Arab states not to co-operate with the western
isolation campaign.)

NATO member Turkey has increased economic and political ties
with fellow Muslim neighbour Iran in the decade since Turkish
Prime Minister Tayyip Erdogan came to power at the head of a
party whose roots lie in political Islam.

New U.S. sanctions aimed at preventing Iran from pursuing
its nuclear programme have put some Turkish banks and refineries
in the spotlight.

Turkey is heavily dependent on imports of oil and gas from
Iran and opposed the imposition of U.N. sanctions on Tehran in
2010, although it says it is abiding by those measures.

Tupras, Turkey's biggest crude oil importer, is a
big buyer of Iranian crude, while Turkish lender Halkbank
, which is 75-percent state owned, has gained a
reputation in the oil market over the past 18 months for
handling trade deals with Iran for third countries.

Turkish officials say there is no obligation for Turkey to
enforce tougher unilateral sanctions subsequently announced by
the United States and European Union.

Keen to enhance its influence in a region once largely ruled
from Istanbul under the Ottoman empire, Turkey under Erdogan has
sought to balance long-standing good relations with Washington,
Israel and its EU neighbours with stronger trade and diplomatic
ties to the Arab world and the rest of the Middle East. And RUSSIA: Russia, which has weapons contracts with Syria worth
$5 billion, is increasingly resisting international pressure to punish
its ally. Yesterday it did not deny a report of a recent arms shipment. Not only will Russia veto any sanctions put before the http://www.csmonitor.com/tags/topic/Uni ... ty+Council" target="_self" class="inform_link">United Nations Security Council,
where it is one of five veto-wielding members, it also looks set to
continue supplying billions of dollars worth of Russian arms that Syria
has contracted to buy. And it will not halt friendly Russian gestures
toward the regime of http://www.csmonitor.com/tags/topic/Bashar+Assad" target="_self" class="inform_link">Bashar al-Assad, such as this month's visit of Russia's only operational aircraft carrier to the Syrian port of Tartous.

Chinese Prime Minister Wen Jiabao says his country will continue oil trade with Iran in defiance of proposed US and European sanctions which aim to stop Iran's oil exports.

Speaking to reporters during the last leg of his Persian Gulf tour in the Qatari capital Doha on Thursday, Wen noted that Beijing will continue normal trading relations with Tehran while supporting UN Security Council resolutions on Iran's nuclear issue.

"China's oil trade with Iran is a normal commercial activity," he added.

China's prime minister said, "I believe that China is not the only country to buy oil from Iran... Legitimate trade has to be protected if global economic chaos is to be avoided.

Brazil Stiffs Obama on Oil Deal, Exposing President's Incompetence

COMMENTARY | President Barack Obama has suffered the second embarrassment over oil imports within the space of a week. Brazil, whose offshore deposits of oil were sought by the Obama administration, has signed contracts with China for the product.

According to the Washington Times, Brazilian offshore crude may number about 38 billion barrels. Obama went to Brazil last month to put in a bid for the oil, offering loans and other support to develop the oil in an "environmentally responsible matter," The Hill reported at the time. Republicans criticized that initiative, pointing out Obama has placed roadblocks in the way of domestic development of oil and gas reserves.

Brazil's decision comes on the heels of Obama's refusal to permit the building of the Keystone XL pipeline to bring oil from Canada's tar sands in Alberta to Texas oil refineries, according to the Los Angeles Times. The decision was criticized by Republicans as well as union officials who point out that 20,000 jobs the pipeline would bring would therefore not be created.

Obama's policy in regard to oil and gas has been a study in incompetence driven by an ideological mania against hydrocarbon fuel in favor of more politically correct forms of energy production. This has not only led to what amounts to a campaign against oil and gas production in the U.S., but embarrassing scandals such as Solyndra, brought on by unwise federal loan guarantees to dubious green energy companies.

This is occurring at a time when Iran is threatening to close the Strait of Hormuz through which much of the world's oil passes from Persian Gulf fields. The very threat has led to a spike in the price of oil and of gasoline.

Unfortunately, Obama shows no sign of learning from his mistakes. A responsible president would move quickly to exploit more accessible sources of oil, lifting restrictions on domestic production and quickly signing off on the pipeline deal with Canada, an American ally. Obama, however, is doing neither of these things.

A new energy crisis this summer, brought on by turmoil in the Middle East, is not outside the realm of possibility. The bad news is Americans will suffer, just as they did in 1973 and 1979. The good news is Americans are likely to make their ire known at the polls in the fall. But it months of turmoil and agony lay ahead until then.

Report: Russia signs deal to sell 36 combat jets to Syria
By Associated Press, Updated: Monday, January 23, 6:11 AM

MOSCOW — Russia has signed a contract to sell combat jets to Syria, a newspaper reported Monday, in apparent support for President Bashar Assad and open defiance of international condemnation of his regime’s bloody crackdown.

The respected business daily Kommersant, citing an unidentified source close to Russia’s Rosoboronexport state arms trader, said the $550-million deal envisions the delivery of 36 Yak-130 aircraft. A spokesman for Rosoboronexport refused to comment on the report.

If confirmed, the deal would cement Russian opposition to international efforts to put pressure on Assad’s regime over its attempts to snuff out the country’s uprising. The U.N. says more than 5,400 people have died over 10 months. The report of the sale comes the same day that Human Rights Watch called Russia’s backing of the Syrian regime “immoral.”

The Yak-130 is a twin-engined combat trainer jet that can also be used to attack ground targets. The Russian air force has recently placed an order for 55 such jets.

Russia’s Foreign Minister Sergey Lavrov said last week that Moscow doesn’t consider it necessary to offer an explanation or excuses over suspicions that a Russian ship had delivered munitions to Syria despite an EU arms embargo.

Russia was acting in full respect of international law and wouldn’t be guided by unilateral sanctions imposed by other nations, he said.

Lavrov also accused the West of turning a blind eye to attacks by opposition militants and supplies of weapons to the Syrian opposition from abroad and warned that Russia will block any attempt by the West to secure United Nations support for the use of force against Syria.

Russia has been a strong ally of Syria since Soviet times when the country was led by the president’s father Hafez Assad. It has supplied Syria with aircraft, missiles, tanks and other modern weapons.

Igor Korotchenko, head of the Center of Analysis of the Global Arms trade, an independent think-tank, said the jet deal apparently reflected Moscow’s belief that Assad would stay at the helm.

“With this contract, Russia is expressing confidence that President Assad would manage to retain control of the situation, because such deals aren’t signed with a government whose hold on power raises doubts,” Korotchenko was quoted by RIA Novosti news agency as saying. “It’s another gesture by Moscow underlining its confidence that Damascus will remain its strategic partner and ally in the Middle East.”

Another Moscow-based military analyst, Ruslan Pukhov, said, however, that Russia might be too optimistic about Assad’s prospects.

“This contract carries a very high degree of risk,” Pukhov told Kommersant. “Assad’s regime may fall and that would lead to financial losses for Russia and also hurt its image.”

Human Rights Watch warned Russia that by supporting Assad it is repeating the mistakes of some Western governments during the Arab Spring, saying they were too slow to recognize the popular desire for democratic change in places like Egypt and Bahrain.

“Armed elements shooting at government soldiers is materially different from government representatives shooting deliberately at unarmend civilians,” Carroll Bogert, the group’s deputy executive director, said at a news conference in Moscow that followed the release of HRW’s annual report.

She added that the overwhelming number of victims in Syria is on the side of the demonstrators.

“The continued support of this regime is immoral and not permissible,” Bogert said. “The West has already made serious mistakes with the support of Arab regimes. Russia’s repetition of those mistakes will lead to tragic consequences.”
